Auteure du rapport, Marie-Christine Levet, avec le soutien de repr\u00e9sentants actifs de la fili\u00e8re, s\u2019y inqui\u00e9tait de l\u2019absence d\u2019une strat\u00e9gie claire et de long terme pour le num\u00e9rique \u00e9ducatif, alors m\u00eame qu\u2019un service public d\u00e9di\u00e9 avait \u00e9t\u00e9 cr\u00e9\u00e9. <\/span><\/h3>\n<p>&nbsp;<\/p>\n<p>L\u2019actualit\u00e9 exceptionnelle que nous vivons rend la question du num\u00e9rique \u00e9ducatif encore plus pr\u00e9gnante. Dans le rapport suscit\u00e9, nous nous inqui\u00e9tions de voir les solutions d\u2019industriels du num\u00e9rique s\u2019imposer \u00e0 l\u2019\u00e9cole ; aujourd\u2019hui, les usages de la crise montrent un recours ind\u00e9niable \u00e0 ces solutions dont nous ne ma\u00eetrisons, peu ou prou, rien.[\/vc_column_text][vc_column_text]<\/p>\n<h3>Une crise qui touche le syste\u0300me e\u0301ducatif tout entier<\/h3>\n<p>La crise sanitaire actuelle, qui a conduit \u00e0 la fermeture totale des \u00e9coles et des universit\u00e9s fran\u00e7aises, pose des difficult\u00e9s pour organiser la continuit\u00e9 p\u00e9dagogique. Nous participons tous, d\u2019une mani\u00e8re ou d\u2019une autre, \u00e0 la permanence de l\u2019enseignement en ce temps de crise, au premier rang desquels les enseignants, mais \u00e9galement les \u00e9l\u00e8ves et les parents \u2013 tout le monde met la main \u00e0 la p\u00e2te !<\/p>\n<p>Les disparit\u00e9s sont nombreuses et se retrouvent chez les familles, pas toutes \u00e9gales face \u00e0 la crise. Certains ne poss\u00e8dent pas du tout d\u2019\u00e9quipements, d\u2019autres pas assez pour tous les membres de la fratrie. Certains ne disposent d\u2019une connexion assez puissante, d\u2019autres ne savent pas n\u00e9cessairement utiliser les outils.<\/p>\n<p>Presque du jour au lendemain, les professeurs se sont retrouv\u00e9s face \u00e0 l\u2019imp\u00e9ratif de continuit\u00e9 p\u00e9dagogique, toutefois sans toujours disposer des moyens ad\u00e9quats pour sereinement \u2013 ou plut\u00f4t efficacement \u2013 l\u2019organiser. Plateforme du CNED, espaces num\u00e9riques de travail ou encore utilisation d\u2019outils num\u00e9riques grand public, les enseignants jonglent avec habilet\u00e9 \u2013 mais non sans difficult\u00e9s \u2013 avec les outils qui sont \u00e0 leur disposition. Le manque de formation cr\u00e9e des in\u00e9galit\u00e9s face \u00e0 l\u2019enseignement : quand certains professeurs regorgent d\u2019id\u00e9es inventives pour continuer \u00e0 faire classe, d\u2019autres sont d\u00e9contenanc\u00e9s et t\u00e2tonnent.<\/p>\n<p>Si la crise, cependant, permet le d\u00e9veloppement d\u2019usages num\u00e9riques \u00e9ducatifs, ce sont bien des outils d\u2019industriels du num\u00e9rique, de surcro\u00eet \u00e9trangers, qui s\u2019imposent massivement. Des groupes Facebook et WhatsApp sont mis en place, des classes virtuelles sont organis\u00e9es via Skype, Zoom ou Teams ; ces outils sont majoritairement utilis\u00e9s \u00e0 des fins communicationnelles. Pourtant, mettre le num\u00e9rique \u00e0 contribution de l\u2019apprentissage suppose d\u2019y avoir \u00e9t\u00e9 form\u00e9 : choix de l\u2019outil, utilisation de celui-ci, gestion de la relation avec les \u00e9l\u00e8ves (et les parents) ou encore gestion du temps. D\u2019autant plus que les outils institutionnels existants ne permettent pas d\u2019assurer parfaitement la continuit\u00e9 p\u00e9dagogique.[\/vc_column_text][vc_column_text]<\/p>\n<h3>La filie\u0300re du nume\u0301rique e\u0301ducatif en ces temps de de crise<\/h3>\n<p>Cette expe\u0301rience \u201cgrandeur nature\u201d du nume\u0301rique e\u0301ducatif, dans un contexte fortement contraint, en a aussi re\u0301ve\u0301le\u0301 les limites actuelles : des infrastructures fragiles, des enseignants plus ou moins acculture\u0301s, des taux d\u2019e\u0301quipements disparates en fonction des familles et des territoires, un recours massif a\u0300 des solutions technologiques e\u0301trange\u0300res, plus ou moins respectueuses de la protection des donne\u0301es personnelles&#8230; Il en re\u0301sulte un constat en demi-teinte : si le nume\u0301rique e\u0301ducatif est indispensable a\u0300 la continuite\u0301 pe\u0301dagogique, les conditions de son de\u0301ploiement ne sont, a\u0300 ce jour, pas re\u0301unies.<\/p>\n<p>EdTech France a rapidement mis en place une plateforme permettant d\u2019acc\u00e9der gratuitement et sans conditions \u00e0 un ensemble de ressources num\u00e9riques jusqu\u2019\u00e0 la fin du confinement, pour les apprenants et les formateurs. Utilis\u00e9s de mani\u00e8re empirique par des professeurs in\u00e9galement form\u00e9s, ces outils ne r\u00e9pondent pas \u00e0 une logique de crise. Si certains outils ont prouv\u00e9 leur utilit\u00e9, d\u2019autres ne satisferont pas leurs utilisateurs.<\/p>\n<p>Si la pe\u0301riode actuelle permet a\u0300 la filie\u0300re d\u2019e\u0302tre mise en lumie\u0300re \u2013 c\u2019est inde\u0301niable \u2013 le secteur ne be\u0301ne\u0301ficie pas d\u2019un effet d\u2019aubaine complet. D\u2019une part, certaines entreprises de la filie\u0300re sont de petites structures et ne sont, de fait, pas dimensionne\u0301es pour re\u0301pondre a\u0300 une sollicitation accrue (et impre\u0301vue) ; elles se retrouvent face a\u0300 leurs limites et ne peuvent passer a\u0300 l\u2019e\u0301chelle. D\u2019autre part, certaines ne survivront pas a\u0300 la crise ; l\u2019absence totale d\u2019activite\u0301 les conduiront a\u0300 disparai\u0302tre, comme c\u2019est le cas pour beaucoup d\u2019entreprises dans le monde, tous secteurs confondus.<\/p>\n<p>Les acteurs du secteur plaident pour une transformation profonde des apprentissages a\u0300 l\u2019e\u0300re nume\u0301rique. Les solutions du secteur sont diverses : elles ne se limitent pas a\u0300 l\u2019e\u0301quipement et ne consistent pas uniquement a\u0300 permettre une \u00ab classe virtuelle \u00bb. Elles s\u2019adressent aux parents, aux e\u0301le\u0300ves et aux enseignants, ainsi qu\u2019aux e\u0301tablissements du primaire, du colle\u0300ge ou du lyce\u0301e. Elles permettent d\u2019assurer un enseignement a\u0300 distance, de produire des contenus pe\u0301dagogiques, de passer des examens a\u0300 distance, d\u2019apprendre des langues, d\u2019acce\u0301der a\u0300 de nombreuses ressources pe\u0301dagogiques ou encore de mai\u0302triser le nume\u0301rique.[\/vc_column_text][vc_column_text]<\/p>\n<h3>Apr\u00e8s la crise ?<\/h3>\n<p>En France, la question de l\u2019investissement public se posera tre\u0300s certainement. A l\u2019instar du marche\u0301 de l\u2019e\u0301dition scolaire, dont le chiffre d\u2019affaires s\u2019e\u0301le\u0300ve a\u0300 pre\u0300s de 300 millions d\u2019euros, quand le secteur du nume\u0301rique e\u0301ducatif sera-t-il a\u0300 son tour soutenu ? Quand permettrons-nous re\u0301ellement a\u0300 nos professeurs d\u2019utiliser, s\u2019ils le souhaitent, des dispositifs nume\u0301riques de qualite\u0301 tout autant que des manuels scolaires de qualite\u0301 ?<\/p>\n<p>Le pre\u0301alable au de\u0301veloppement d\u2019usages nume\u0301riques est la formation. L\u2019ergonomie ou l\u2019expe\u0301rience utilisateur d\u2019un outil nume\u0301rique ne doivent pas se substituer a\u0300 la formation de ceux qui l\u2019utilisent. La formation initiale et continue doit permettre aux professeurs, d\u2019une part, de mai\u0302triser l\u2019outil, et d\u2019autre part, d\u2019e\u0302tre en mesure de de\u0301velopper des me\u0301thodes pe\u0301dagogiques et d\u2019enseignements avec lui. La \u00ab de\u0301brouillardise \u00bb, qui caracte\u0301rise les usages actuels du nume\u0301rique par les enseignants \u2013 quel autre choix ont-ils ? \u2013 corrobore la ne\u0301cessite\u0301 de former massivement.<\/p>\n<p>La promesse pe\u0301dagogique faite par les outils nume\u0301riques doit e\u0302tre demain encore plus justifie\u0301e qu\u2019aujourd\u2019hui. Trois dimensions semblent importantes pour accroi\u0302tre leur le\u0301gitimite\u0301. Premie\u0300rement, il faut e\u0302tre capable de prouver que le dispositif utilise\u0301 est approprie\u0301 et qu\u2019il correspond aux buts de l\u2019apprentissage. Il convient de s\u2019assurer, ensuite, que les formateurs et les apprenants soient capables de l\u2019utiliser \u2013 ce point rejoint l\u2019impe\u0301ratif de formation. Et, enfin, un travail d\u2019e\u0301ducation et de pe\u0301dagogie aupre\u0300s des professeurs, des e\u0301le\u0300ves, des parents et des pouvoirs publics est ne\u0301cessaire pour que ces solutions soient accepte\u0301es. C\u2019est ici que l\u2019Etat doit jouer son ro\u0302le de re\u0301gulateur en favorisant la rencontre entre professeurs et entrepreneurs edtech, afin d\u2019encore mieux faire correspondre offre et besoin.<\/p>\n<p>En outre, la crise confe\u0300re au nume\u0301rique e\u0301ducatif un caracte\u0300re re\u0301solument politique ; utiliser un outil d\u2019un industriel e\u0301tranger du nume\u0301rique, qui ne stocke par exemple pas ses donne\u0301es sur le territoire, n\u2019e\u0301quivaut pas a\u0300 utiliser une solution locale. La question du mode\u0300le e\u0301conomique doit nous interroger sur la finalite\u0301 des diffe\u0301rentes entite\u0301s qui proposent des outils nume\u0301riques pour l\u2019e\u0301ducation. Une entreprise franc\u0327aise spe\u0301cialiste de l\u2019e\u0301ducation, dont les revenus reposent essentiellement sur les abonnements, est-elle e\u0301quivalente a\u0300 une entreprise e\u0301trange\u0300re, multi-servicielle, dont les revenus reposent sur l\u2019exploitation de donne\u0301es ?<\/p>\n<p>Apr\u00e8s le report du Forum International du Num\u00e9rique pour l\u2019Education (In Fine) \u00e0 2021, que faut-il esp\u00e9rer des Etats g\u00e9n\u00e9raux du num\u00e9rique \u00e9ducatif, annonc\u00e9 par Jean-Michel Blanquer pour la rentr\u00e9e 2020 ? Nous l\u2019esp\u00e9rons, des d\u00e9cisions \u00e0 la hauteur des carences que la crise a r\u00e9v\u00e9l\u00e9es.
