Alors que la crise sanitaire souligne \u00e0 la fois le d\u00e9ficit et l\u2019int\u00e9r\u00eat de l\u2019ouverture des donn\u00e9es en mati\u00e8re de sant\u00e9, un autre domaine devrait faire l\u2019objet d\u2019une attention particuli\u00e8re dans la conduite de ce chantier : l\u2019\u00e9ducation.<\/p>\n<hr \/>\n<p><strong>Enjeu<\/strong><br \/>\nL\u2019ouverture des donn\u00e9es et codes sources en mati\u00e8re d\u2019\u00e9ducation se heurte \u00e0 plusieurs freins. D\u2019une part, les donn\u00e9es aujourd\u2019hui disponibles sur la plateforme \u00ab data.education.gouv.fr \u00bb sont partielles puisqu\u2019elles ne proviennent que du minist\u00e8re de l\u2019\u00e9ducation nationale, alors m\u00eame que les collectivit\u00e9s locales, des op\u00e9rateurs du minist\u00e8re ainsi que des acteurs priv\u00e9s sont aussi producteurs de donn\u00e9es dans ce champ. D\u2019autre part, l\u2019ouverture des donn\u00e9es dans le domaine \u00e9ducatif pose un v\u00e9ritable enjeu \u00ab culturel \u00bb et de r\u00e9sistance au changement par la crainte d\u2019un usage d\u00e9voy\u00e9 des donn\u00e9es mises \u00e0 disposition du public.<\/p>\n<hr \/>\n<p><strong>Propositions<\/strong><br \/>\nLa cr\u00e9ation d\u2019un Education Data Hub, \u00e0 savoir une plateforme de donn\u00e9es pour b\u00e2tir un service public performant, faire avancer la recherche et \u00e9clairer les d\u00e9cisions en mati\u00e8re d\u2019\u00e9ducation, permettrait de relancer la politique d\u2019ouverture des donn\u00e9es en mati\u00e8re \u00e9ducative. Ce hub \u00e9ducatif contribuerait \u00e0 massifier les donn\u00e9es et en favoriserait la r\u00e9utilisation par le biais d\u2019algorithmes permettant de les recouper de fa\u00e7on intelligente, de les tester et de proposer des mod\u00e8les d\u2019analyse pr\u00e9dictive. La r\u00e9ussite d\u2019un tel projet est conditionn\u00e9e \u00e0 une mise en \u0153uvre rigoureuse, s\u2019agissant notamment de la qualit\u00e9 des donn\u00e9es, de leur s\u00e9curit\u00e9 et du respect de la vie priv\u00e9e.<br \/>\n[\/vc_column_text][\/vc_column_inner][\/vc_row_inner][vc_column_text]Comme le souligne le rapport sur la politique publique de la donn\u00e9e du d\u00e9put\u00e9 \u00c9ric Bothorel\u00a0<sup>1<\/sup> de d\u00e9cembre 2020, si la France fait partie des trois premiers pays des deux classements internationaux de r\u00e9f\u00e9rence en mati\u00e8re d\u2019ouverture des donn\u00e9es <sup>2<\/sup>, l\u2019essentiel des progr\u00e8s r\u00e9alis\u00e9s dans ces classements est intervenu avant 2017 et la dynamique d\u2019ouverture a depuis nettement ralenti, seule une minorit\u00e9 d\u2019acteurs publics se conformant \u00e0 la loi pour une R\u00e9publique num\u00e9rique du 7 octobre 2016. Le rapport identifie avec pr\u00e9cision les diff\u00e9rents facteurs strat\u00e9giques, techniques, organisationnels et humains expliquant ce ralentissement et formule des propositions pour une nouvelle dynamique de la politique publique de la donn\u00e9e et des codes sources.<\/p>\n<p>\u00c0 l\u2019occasion du cinqui\u00e8me comit\u00e9 interminist\u00e9riel de la transformation publique, le 5 f\u00e9vrier 2021, le Gouvernement a donn\u00e9 une premi\u00e8re traduction \u00e0 ces recommandations, avec l\u2019ouverture annonc\u00e9e de nouveaux jeux de donn\u00e9es et codes sources, ainsi qu\u2019avec la formalisation \u00e0 venir d\u2019une feuille de route interminist\u00e9rielle pour donner un nouveau souffle \u00e0 cette politique publique. Dans ce contexte, alors que la crise sanitaire souligne \u00e0 la fois le d\u00e9ficit et l\u2019int\u00e9r\u00eat de l\u2019ouverture des donn\u00e9es en mati\u00e8re de sant\u00e9, un autre domaine devrait faire l\u2019objet d\u2019une attention particuli\u00e8re dans la conduite de ce chantier : l\u2019\u00e9ducation.<\/p>\n<h3>L\u2019ouverture des donn\u00e9es engag\u00e9e en mati\u00e8re d\u2019\u00e9ducation est encore inachev\u00e9e<\/h3>\n<p>L\u2019open data n\u2019est pas \u00e9tranger au domaine de l\u2019\u00e9ducation. Depuis 2016, la plateforme \u00ab <a href=\"https:\/\/data.education.gouv.fr\/pages\/accueil\/\" target=\"_blank\" rel=\"noopener\">data.education.gouv.fr<\/a> \u00bb <sup>3<\/sup> permet d\u2019ouvrir et de partager des donn\u00e9es sur <a href=\"https:\/\/data.enseignementsup-recherche.gouv.fr\/pages\/home\/\" target=\"_blank\" rel=\"noopener\">l\u2019enseignement scolaire<\/a> <sup>4<\/sup>. La plateforme propose 56 jeux de donn\u00e9es relatifs aux cursus et aux programmes, \u00e0 l\u2019orientation des \u00e9l\u00e8ves (v\u0153ux sur Parcoursup par exemple), \u00e0 la gestion des \u00e9tablissements (donn\u00e9es en \u00e9quipements informatiques, temps scolaire, \u00e9tablissements de l\u2019\u00e9ducation prioritaire) et du minist\u00e8re (budget, effectifs), en m\u00eame temps que des donn\u00e9es sur les r\u00e9sultats au brevet et au baccalaur\u00e9at. Pour ce dernier examen, en plus du taux de succ\u00e8s brut de chaque \u00e9tablissement, des \u00ab indicateurs de valeur ajout\u00e9e \u00bb tenant compte des caract\u00e9ristiques des \u00e9l\u00e8ves et des \u00e9tablissements sont propos\u00e9s visant \u00e0 \u00e9valuer plus finement la valeur ajout\u00e9e apport\u00e9e par chaque \u00e9tablissement aux \u00e9l\u00e8ves.<\/p>\n<p>Pour autant, l\u2019ouverture des donn\u00e9es et codes sources en mati\u00e8re d\u2019\u00e9ducation se heurte \u00e0 plusieurs freins. D\u2019abord, la plateforme \u00ab data.education.gouv.fr \u00bb, qui ne concerne que les donn\u00e9es et ne comprend pas de codes sources, n\u2019est aliment\u00e9e que par le minist\u00e8re de l\u2019\u00e9ducation nationale, de la jeunesse et des sports, alors m\u00eame que les collectivit\u00e9s locales, des op\u00e9rateurs du minist\u00e8re comme le centre national d\u2019enseignement \u00e0 distance ainsi que des acteurs priv\u00e9s sont aussi producteurs de donn\u00e9es dans ce champ <sup>5<\/sup>. De plus, la dispersion et l\u2019actualisation des donn\u00e9es publi\u00e9es ne facilite pas leur lisibilit\u00e9 : la plateforme interminist\u00e9rielle \u00ab data.gouv.fr \u00bb propose ainsi 308 jeux de donn\u00e9es publi\u00e9s par le minist\u00e8re (pr\u00e8s de 70 % desquels n\u2019ont pas \u00e9t\u00e9 actualis\u00e9s depuis 2016), et la tentative de r\u00e9pliquer la plateforme au niveau des r\u00e9gions acad\u00e9miques n\u2019a pas eu le succ\u00e8s escompt\u00e9 <sup>6<\/sup>.<\/p>\n<p>Deux probl\u00e9matiques sp\u00e9cifiques restent alors \u00e0 traiter. D\u2019une part, les \u00ab traces num\u00e9riques \u00bb, c\u2019est-\u00e0-dire les donn\u00e9es g\u00e9n\u00e9r\u00e9es par les \u00e9l\u00e8ves et les enseignants lors de l\u2019utilisation de services num\u00e9riques (livres \u00e9lectroniques, espaces num\u00e9riques de travail, exercices en ligne), sont nombreuses mais seuls les \u00e9diteurs priv\u00e9s peuvent aujourd\u2019hui y acc\u00e9der ainsi que les chefs d\u2019\u00e9tablissement, comme c\u2019est le cas aujourd\u2019hui avec le logiciel Pronote par exemple \u2013 et ce alors m\u00eame que les infrastructures num\u00e9riques utilis\u00e9es peuvent avoir \u00e9t\u00e9 financ\u00e9es par l\u2019\u00c9tat et des collectivit\u00e9s locales. D\u2019autre part, l\u2019ouverture des donn\u00e9es dans le domaine \u00e9ducatif pose un v\u00e9ritable enjeu \u00ab culturel \u00bb.<br \/>\nLe rapport du d\u00e9put\u00e9 \u00c9ric Bothorel souligne ainsi que \u00ab <em>certaines administrations vont jusqu\u2019\u00e0 \u00e9voquer le risque d\u2019un usage n\u00e9faste des donn\u00e9es mises \u00e0 disposition du public. Par exemple, le minist\u00e8re de l\u2019\u00e9ducation nationale souligne le risque d\u2019utilisation des donn\u00e9es de r\u00e9sultats scolaires \u00e0 des fins de classements des \u00e9tablissements sur le seul crit\u00e8re de r\u00e9ussite au baccalaur\u00e9at. [\u2026] La mission note toutefois que la presse reconstitue chaque ann\u00e9e des classements sur les \u00e9tablissements scolaires, ph\u00e9nom\u00e8ne qui pr\u00e9existe largement \u00e0 l\u2019open data, et ce, malgr\u00e9 l\u2019absence de publication des donn\u00e9es brutes par le minist\u00e8re de l\u2019\u00e9ducation nationale<\/em> \u00bb.<\/p>\n<p>\u00c0 ce titre, si l\u2019annonce lors du cinqui\u00e8me comit\u00e9 interminist\u00e9riel de la transformation publique de l\u2019ouverture des donn\u00e9es relatives \u00e0 la carte scolaire des coll\u00e8ges doit \u00eatre salu\u00e9e, il convient d\u00e9sormais de mat\u00e9rialiser le changement de m\u00e9thode et d\u2019\u00e9chelle qu\u2019appelle de ses v\u0153ux le rapport du d\u00e9put\u00e9 \u00c9ric Bothorel en centrant l\u2019ouverture des donn\u00e9es et codes sources dans l\u2019\u00e9ducation sur les utilisateurs et la diversit\u00e9 des r\u00e9utilisations.<\/p>\n<h3>La cr\u00e9ation d\u2019un Education Data Hub permettrait de relancer la politique d\u2019ouverture des donn\u00e9es en mati\u00e8re \u00e9ducative<\/h3>\n<p>Par les in\u00e9galit\u00e9s d\u2019acc\u00e8s \u00e0 l\u2019\u00e9ducation qu\u2019elle a r\u00e9v\u00e9l\u00e9es, la crise sanitaire a soulign\u00e9 la n\u00e9cessit\u00e9 d\u2019acc\u00e9l\u00e9rer la transformation num\u00e9rique en mati\u00e8re \u00e9ducative. C\u2019est dans ce cadre que les \u00c9tats g\u00e9n\u00e9raux du num\u00e9rique pour l\u2019\u00e9ducation de novembre 2020 ont formul\u00e9 la proposition de cr\u00e9er un Education Data Hub, \u00e0 savoir une plateforme de donn\u00e9es pour b\u00e2tir un service public performant, faire avancer la recherche et \u00e9clairer les d\u00e9cisions en mati\u00e8re d\u2019\u00e9ducation <sup>7<\/sup>.<\/p>\n<p>Ce hub \u00e9ducatif permettrait d\u2019aller plus loin que les plateformes existantes en rassemblant les donn\u00e9es des diff\u00e9rentes parties prenantes publiques et priv\u00e9es. Les collectivit\u00e9s locales, les associations, les \u00e9diteurs priv\u00e9s ainsi que les startups seraient ainsi appel\u00e9s \u00e0 contribuer \u00e0 la politique ambitieuse d\u2019ouverture de donn\u00e9es \u00e9ducatives. L\u2019Education Data Hub aurait aussi pour ambition d\u2019enrichir les jeux de donn\u00e9es mis \u00e0 disposition, en ouvrant l\u2019acc\u00e8s aux \u00ab traces num\u00e9riques \u00bb et en encourageant l\u2019utilisation de logiciels et de ressources \u00e9ducatives libres.<\/p>\n<p>Sur cette base, le hub devrait contribuer \u00e0 massifier les donn\u00e9es et en favoriser la r\u00e9utilisation par le biais d\u2019algorithmes permettant de les recouper de fa\u00e7on intelligente, de les tester et de proposer des mod\u00e8les d\u2019analyse pr\u00e9dictive. Les acteurs de la fili\u00e8re EdTech auraient ainsi acc\u00e8s \u00e0 un jeu de donn\u00e9es plus riche pour nourrir leurs offres et proposer des services personnalis\u00e9s et adapt\u00e9s aux besoins des \u00e9l\u00e8ves et des enseignants. En contrepartie, l\u2019analyse des donn\u00e9es disponibles permettrait d\u2019\u00e9valuer les solutions num\u00e9riques propos\u00e9es, pour permettre aux d\u00e9cideurs de ne retenir que celles qui font leur preuve et qui sont les plus utilis\u00e9es <sup>8<\/sup>.<\/p>\n<p>La r\u00e9ussite d\u2019un tel projet est conditionn\u00e9e \u00e0 trois facteurs principaux, \u00e0 savoir la qualit\u00e9 des donn\u00e9es, leur s\u00e9curit\u00e9 et le respect de la vie priv\u00e9e. En premier lieu, la qualit\u00e9 des donn\u00e9es fournies doit \u00eatre suffisante pour permettre leur exploitation, en m\u00eame temps que l\u2019interop\u00e9rabilit\u00e9 des syst\u00e8mes doit \u00eatre assur\u00e9e pour garantir la r\u00e9utilisation et la portabilit\u00e9 des donn\u00e9es au profit de l\u2019ensemble des parties prenantes dans la sph\u00e8re \u00e9ducative.<br \/>\nEn second lieu, s\u2019agissant de la s\u00e9curit\u00e9 des donn\u00e9es, le hub \u00e9ducatif pourrait s\u2019inscrire dans le projet de cloud Ga\u00efaX, qui a pour objectif de fournir une infrastructure europ\u00e9enne de donn\u00e9es s\u00e9curis\u00e9e, \u00e9vitant ainsi les inqui\u00e9tudes relatives \u00e0 un h\u00e9bergement aupr\u00e8s d\u2019une soci\u00e9t\u00e9 am\u00e9ricaine telles qu\u2019elles \u00e9taient apparues pour le Health Data Hub. Enfin, la protection des donn\u00e9es \u00e0 caract\u00e8re personnel, s\u2019agissant qui plus est de donn\u00e9es relatives \u00e0 des mineurs, devra \u00eatre garantie dans le cadre du r\u00e8glement g\u00e9n\u00e9ral europ\u00e9en sur la protection des donn\u00e9es. Les enseignants, les chefs d\u2019\u00e9tablissement et les \u00e9l\u00e8ves devront \u00eatre form\u00e9s aux enjeux de l\u2019utilisation de leurs donn\u00e9es et des d\u00e9l\u00e9gu\u00e9s \u00e0 la protection des donn\u00e9es gagneraient \u00e0 \u00eatre syst\u00e9matiquement d\u00e9sign\u00e9s <sup>9<\/sup>. C\u2019est dans cette perspective qu\u2019un comit\u00e9 d\u2019\u00e9thique pour les donn\u00e9es d\u2019\u00e9ducation a \u00e9t\u00e9 install\u00e9 par le ministre de l\u2019\u00e9ducation nationale en octobre 2020 pour r\u00e9fl\u00e9chir aux enjeux \u00e9thiques associ\u00e9s aux donn\u00e9es d\u2019\u00e9ducation <sup>10<\/sup>.<\/p>\n<p>En d\u00e9pit des blocages et des r\u00e9sistances au changement, la cr\u00e9ation d\u2019un Education Data Hub permettrait de relancer la dynamique d\u2019ouverture des donn\u00e9es en France. Initi\u00e9 et financ\u00e9 par le secteur public, ce hub \u00e9ducatif permettrait de rallier l\u2019ensemble des parties prenantes publiques et priv\u00e9es autour d\u2019un projet d\u2019avenir pour am\u00e9liorer la qualit\u00e9 de l\u2019offre \u00e9ducative et construire une infrastructure num\u00e9rique souveraine au profit des \u00e9l\u00e8ves et des enseignants.
